20 pages., Article 97, Via online journal., Multiple factors constrain smallholder agriculture and farmers’ adaptive capacities under changing climates, including access to information to support context appropriate farm decision-making. Current approaches to geographic information dissemination to smallholders, such as the rural extension model, are limited, yet advancements in internet and communication technologies (ICTs) could help augment these processes through the provision of agricultural geographic information (AGI) directly to farmers. We analysed recent ICT initiatives for communicating climate and agriculture-related information to smallholders for improved livelihoods and climate change adaptation. Through the critical analysis of initiatives, we identified opportunities for the success of future AGI developments. We systematically examined 27 AGI initiatives reported in academic and grey literature (e.g., organisational databases). Important factors identified for the success of initiatives include affordability, language(s), community partnerships, user collaboration, high quality and locally-relevant information through low-tech platforms, organisational trust, clear business models, and adaptability. We propose initiatives should be better-targeted to deliver AGI to regions in most need of climate adaptation assistance, including SE Asia, the Pacific, and the Caribbean. Further assessment of the most effective technological approaches is needed. Initiatives should be independently assessed for evaluation of their uptake and success, and local communities should be better-incorporated into the development of AGI initiatives

is a necessary condition for increasing incomes and
improving livelihoods among the rural poor in most
developing countries. This increased productivity is
essential to both household food security and to
agriculture-based growth and poverty reduction in the larger
economy. Smallholder productivity is limited by a variety of
constraints including poor soils, unpredictable rainfall,
and imperfect markets, as well as lack of access to
productive resources, financial services, or infrastructure.
Information and communication technologies (ICT) are also
vitally important to commercial and large-scale agriculture,
and to agriculture-related services and infrastructure such
as weather monitoring and irrigation. This note focuses on
the sometimes less-obvious importance of ICT in improving
the information, communication, transaction, and networking
elements of smallholder agriculture in developing countries.
14 pages., via online journal., This study sought to identify the information communication technology (ICT) needs of small-scale farmers in Anambra State, Nigeria. A structured interview schedule was used to collect data from a sample of 108 farmers. Results revealed that the majority used radio and television and owned mobile phones and video machines. Constraints to use included capacity, infrastructural/technical and logistical problems. The study recommends that the Nigerian government reorient its policies in order to harness the potential of ICTs to contribute to agricultural development and highlights the need to raise awareness of the agricultural uses of ICTs among the government, other national stakeholders, and rural communities.
19 pages., via online journal., Agricultural e‐commerce clusters are new phenomena that have emerged in rural China. In examining the case of Shuyang County in Jiangsu Province, this paper puts forward an integrated model revealing the formation mechanism of agricultural e‐commerce clusters. The paper shows that the formation of agricultural e‐commerce clusters involves four processes of technology introduction, technology diffusion, quality crisis, and industrial agglomeration based on elements such as industry bases, e‐commerce platforms, network facilities, logistics services, entrepreneurial talent, local government, and market demand. Rural social networks and imitation behaviors promote technology diffusion by reducing the cost of technology introduction, and industrial agglomeration is found in the economies showing a deepening of labor divisions and geographic agglomeration. Throughout the formation process, a quality crisis may occur due to a race to the bottom and the opportunistic behaviors of local farmers. This work suggests that regional e‐commerce development is a systematic project. Governments of developing countries should not only realize the positive impacts of e‐commerce for the development of the agricultural industry but also recognize the premise and logic of how e‐commerce can play a prominent role.
