13 pages, The study explored the contribution of information and communication technology (ICT)-based information sources to market participation among smallholder livestock farmers. Use of ICTs is considered paramount for providing smallholder farmers with required market information, and also to reduce market asymmetries. A double hurdle regression was utilized to analyze data collected from 150 smallholder livestock farmers in the study area. The results show that while use of ICT-based market information sources significantly influenced market participation, the effect of using ICT-based information sources on the intensity of market participation was not significant. Other variables shown to influence both market participation and the intensity of market participation were age, additional income and membership of farmer cooperatives. This suggests the need to consider other associated factors in the application and design of interventions that utilize ICT-based information sources to achieve market engagement among smallholders.

Should the money be invested in computers and communication devices or will it be better spent on food, shelter, health and education? The choice need not be "either/or." If used intelligently and innovatively, ICTs can form an integral component of developmental projects, as is shown by the award-winning Information Village project of the M.S. Swaminathan Research Foundation. The important point to remember is that one does not have to use technology because it is there, but one uses it if there is a genuine advantage. In any developmental program, people and their contexts should decide how one goes about implementing developmental interventions. The needs of the people and the best means to satisfy them should determine the whole program. Often ICT-based development projects do not bring in the expected results because of undue emphasis on technology. Against this background, the factors that led to the success of the Pondicherry experience are analyzed.
This article aims to gain a greater understanding of relevant and successful methods of stimulating an ICT(information and communication technologies) culture and skills development in rural areas. The article details good practice activities, utilizing criteria derived from a review of the rural dimensions of ICT learning from a range of relevant initiatives and programs. These good practice activities cover: community resource centers providing opportunities for "tasting" ICTs; video games and Internet Cafes as tools removing "entry barriers"; emphasis on "user management" as a means of creating ownership; service delivery beyond fixed locations; use of ICT capacities in the delivery of general services; and selected use of financial support.
