19 pages, A Small Farm Resource Center (SFRC) is an informal in-situ extension model used for testing promising agricultural and rural livelihoods options on a physical central site, with some measure of extension methodology. There is a need to evaluate SFRCs as research-extension models operating outside of formal government extension and advisory services. Seven SFRCs located in Southeast Asia were studied to classify extension methodologies adopted by those centers, evaluate extension efficacy, and to provide recommendations for amplifying their services. On average in 2013, SFRCs were 21.1 years old, covered 24.2 ha, cost 242,000 USD to establish and had a yearly operating cost of 28,500 USD. The work of the seven SFRCs could be classified into five predominant extension methodologies: on-site and off-site demonstrations, on-site and off-site trainings, and off-site extension outreach. Most of the SFRCs utilized combinations of these and tailored their methods to the particular context. Besides agricultural production, SFRCs also offered socio-cultural and socio-economic assistance, owing to a cycle of extension knowledge refinement. SFRCS were re-engaged in 2021 and all 7 were still operational, and the majority provided the same number or more services (57%) as in 2013, utilized the same amount of space (71%), and were perceived to have the same or more efficacy (71%) even in the face of decreasing or stagnating funding (71%) due to the COVID-19 pandemic. Overall, SFRCs continue to be used successfully throughout Southeast Asia and provide cost-effective and needs-based extension and advisory services to underserved populations outside of formal extension services.
15 pages, Drawing on the narratives of women and men who have domestic or international migration experiences, this study explores the gendered impacts of migration on small-scale farming in rural Ha Tinh province in Vietnam. The paper investigates men’s and women’s migration experiences, their influence on agricultural production, and impact on their livelihoods after migration. The findings show that households use various strategies to sustain agricultural production in the absence of some members. Women’s increased economic independence through labor migration has not necessarily lead to their increased management roles in agriculture, but they are increasingly challenging stereotypical images of rural women. While migration can be a catalyst for men to transform their livelihoods, it can also widen gaps in social and economic statuses among men.

24 pages, via online journal, Purpose: The study aims at finding out relevance and knowledge levels of selected teaching competencies as perceived by educational administrators, faculty and students, in order to assess the training needs of faculty of agricultural universities.
Methodology: Relevance and knowledge levels were tested through a teaching competency questionnaire developed and run on 292 respondents fitting into administrator, faculty and student groups. Needs Assessment Model by Borich [1980. “A Needs Assessment Model for Conducting Follow-up Studies.” Journal of Teacher Education 31 (3): 39–42] is used to identify training needs.
Findings: Results indicate differences in perceptions among groups towards teaching competencies. Prioritized training needs were identified which provide the content and direction for the development of faculty in-service educational programmes.
Practical implications: Faculty of agricultural universities need periodic in-service training programmes in order to improve their teaching competencies so that they become effective and competent teachers in the present educational environment.
Theoretical implications: The statistically validated methodological framework provides for capturing the perception of all stakeholders on the teaching competencies among the faculty members of Agricultural Universities in India, and offers a scope for scaling up the study for similar educational setting in the region.
Originality/value: The perception of students and administrators was also considered along with the self-perception of faculty about the relevance and knowledge levels of teaching competencies.
11 pages, via online journal article, This study of Japan's electoral geography focuses on the outcomes of the 2014 General Election for the House of Representatives. It reflects on the political power of segmented policy communities involved in international free trade and domestic agricultural policy reform and the way they interact with each other. The capability of these policy communities to negotiate behind-the-scenes trade-offs, in order to facilitate reform without disrupting the status quo, is identified as a major determinant of the power structure in contemporary Japan. Also, as low-information and low-participation elections tend to result in a high rate of re-election of incumbents, the depoliticisation of the citizenry is in the interest of these policy communities. Therefore, specific policies and the differentiation among political parties played only a minor role during the 2014 electoral campaign. The paper demonstrates that the strong force of the agricultural policy community to resist transformational change is still deeply rooted in the proportional overrepresentation of agricultural interests built into the electoral system. It concludes that within the context of an increasing deficit of legitimacy and an aggravating depoliticisation trend, commitments to fundamental polity reform are integral to voters' perceptions of the fairness of Japan's democratic institutions. Significant structural reforms that embody federalist and direct democracy principles are discussed as an alternative to the unitary state model in order to seriously tackle issues of proportional misrepresentation and adequately accommodate rural interests.
20 pages, via online journal, Purpose: This paper examines the factors affecting farmers’ participation in extension programs and adoption of improved seed varieties in the hills of rural Nepal.
Methodology/approach: Cross-sectional farm-level data were collected during July and August 2014. A sample of 198 farm households was selected for interviewing by using a multistage, random sampling technique. We employed a logistic regression model, frequency counts, and percentages to analyze the data.
Findings: Adoption decisions were mainly affected by extension-related variables – training, membership in a farmers’ group, and off-farm employment. Extension participation was found to be influenced by socioeconomic variables – age, education, household size, and distance to the extension office. Our findings reveal that distance to the extension office and off-farm employment limited participation in extension activities and adoption, respectively, and education, household size, and group membership stimulated participation in extension programs.
Practical implications: Recognition of the determinants of farmers’ participation in extension services and innovation adoption ensures that targeted extension approaches are used to address these factors in various stages of planning, delivering, and evaluating extension programs.
Theoretical implications: Innovation adoption follows a systematic decision-making process. Although personal characteristics are important, widespread use of new technology requires a conducive social and institutional context. Because contexts vary by country or region, extension services providers should create institutions favorable for innovation adoption within a social system.
Originality/value: This research is original and highly valuable to identify the factors associated with extension participation and innovation adoption in the rural hilly region of Nepal. This also provides a new direction to operationalize farmer-oriented policies of agricultural extension and so can be helpful for agricultural policy-makers in devising programs of extension services.

This study presents an efficient version of test for the hypothesis that education plays a key role in influencing agricultural productivity based on a switching regression model. In the present setting, farmers’ ability to deal with disequilibria is allowed to change with education, which thereby provides a concrete evidence of the effect of education on selected East Asian production agriculture. The results suggest that there exists a threshold for education to be influential to agricultural productivity change when the selected East-Asian economies are categoried by their degree of economic development. Moreover, for the group of economies where education constitutes a major determinant of productivity growth in both the technological progression and/or stagnation/recession regimes, the effect of education is found to vary from economy to economy and from regime to regime. Generally speaking, however, those East-Asian economies tend to reach their turning point in short time despite of the mentioned differences. This result therefore leads to important policy implications concerning giving an impetus to human capital investment in the agriculture sector.
