for CEPs to become familiar with the Cooperative Extension system and develop competency for engaging Extension personnel, even when those personnel are not a part of the CEP’s home institution. The essay extends the work of Dostilio et al. (2017) on preliminary competencies for the community engagement professional by identifying additional competencies, organized as knowledge, skill, and dispositions, that can help CEPs work with the Cooperative Extension system to maximize engagement opportunities for faculty, staff, and students. This essay also includes ideas for implementing competency training for CEPs. Conclusions include thoughts on preparing the community engagement professional to learn and collaborate with Cooperative Extension to enrich the academic experience and benefit the communities they serve.

17 pages, Small farms and small farmers are a growing sector of the agricultural economy nationwide. Notably, small farms are influenced by similar antagonists to the success of their business as large, concentrated operations, but they experience it differently. The purpose of this study was to describe small farms and farmers in North Dakota to assist North Dakota State University Extension in defining their needs for programming development. We found that nearly 45% of small farmer respondents are women. Small farmers prefer to access information for their operations in a variety of ways but like to engage with Extension through more direct and personal means. Recommendations include developing programming targeted at female farmers and organizing Extension information resources targeted at small farm needs, specifically.
21 pages, Despite decades of investment in agricultural extension, technology adoption among farmers and agricultural productivity growth in Sub-Saharan Africa remain slow. Among other shortcomings, extension systems often make recommendations that do not account for price risk or spatial heterogeneity in farmers' growing conditions. However, little is known about the effectiveness of extension approaches for nutrient management that consider these issues. We analyze the impact of farmers' access to site-specific nutrient management recommendations and to information on expected returns, provided through a digital decision support tool, for maize production. We implement a randomized controlled trial among smallholders in the maize belt of northern Nigeria. We use three waves of annual panel data to estimate immediate and longer term effects of two different extension treatments: site-specific recommendations with and without complementary information about variability in output prices and expected returns. We find that site-specific nutrient management recommendations improve fertilizer management practices and maize yields but do not necessarily increase fertilizer use. In addition, we find that recommendations that are accompanied by additional information about variability in expected returns induce larger fertilizer investments that persist beyond the first year. However, the magnitudes of these effects are small: we find only incremental increases in investments and net revenues over two treatment years.
20 pages, One of the main drivers of food insecurity is pests, which are estimated to cause around 40% of crop losses worldwide. We examine the food security effects of plant clinics, a novel agricultural extension model that aims to reduce crop losses due to pests through the provision of demand-driven plant health diagnostic and advisory services to smallholder farmers. The study is based on survey data from maize-growing households in Rwanda, where 66 plant clinics have been established. Using switching regression and matching techniques as well as various food security metrics, including the food insecurity experience scale, we find evidence that participation in plant clinics is significantly associated with a reduction in household food insecurity. For instance, among the participating households, plant clinics contribute to a decrease in the period of food shortage by one month and a reduction in the severity of food insecurity by 22 percentage points. We also show that these effects are more pronounced for female-headed households. Overall, our findings suggest that plant clinics can play an important role in achieving the Sustainable Development Goal 2 of zero hunger.
8 pages, Does it matter whether farmers receive advice on pest management strategies from public or from private (pesticide company affiliated) extension services? We use survey data from 733 Swiss fruit growers who are currently contending with an infestation by an invasive pest, the fruit fly Drosophila Suzukii. We find that farmers who are advised by public extension services are more likely (+9–10%) to use preventive measures (e.g. nets) while farmers who are advised by private extension services are more likely (+8–9%) to use synthetic insecticides. These results are robust to the inclusion of various covariates, ways to cluster standard errors, and inverse probability weighting. We also show that our results are unlikely to be driven by omitted variable bias. Our findings have implications for the current debates on both the ongoing privatization of agricultural extension and concerns regarding negative environmental and health externalities of pesticide use.
9 pages, A new method for evaluating the influence of Extension programming involves exploring whether Extension clientele differ from others in knowledge and behavior related to a particular topic. Analysis of South Dakota farm survey data allowed for the assessment of potential impacts of Extension through comparison of knowledge and adoption regarding soil conservation practices among farmers who did and did not use Extension. Results suggest that, controlling for some farmer and farm characteristics, use of Extension is associated with higher levels of knowledge and greater adoption rates. The new evaluation methodology can be used for assessing broad-scale impacts across Extension program areas.
16 pages., Via online journal., Expertise is dynamic, domain specific, and characterized according to an individual’s level of knowledge, experience, and problem-solving ability. Having expertise in the phenomenon under investigation can be used as an indicator of an individual’s aptitude to effectively serve as a coder in a content analysis or as panelist in a Delphi study. The purpose of this study was to assess 10 years of scholarship published in the premier journals of agricultural education and describe the ways researchers in agricultural communications, education, extension, and leadership disciplines who use content analysis and Delphi study methods are describing the qualifications of the people serving as expert coders and panelists. The study findings revealed the majority of researchers publishing in the premier agricultural education journals are not describing the qualifications used in selecting coders or the credentials the coders possess that would make them qualified to code the data in a content analysis. Furthermore, researchers were inconsistent citing literature that supported their selection of content analysis coders and citing literature to support a decision to describe or not to describe coders’ qualifications. However, a description of Delphi study panelists’ qualifications and citations to support why panelists were selected in a Delphi study were present in all of the Delphi studies analyzed over the 10-year period. Based on these findings, it was concluded that ACEEL researchers should include a description of coder credentials to enhance the consistency, transparency, replicability, rigor, and integrity of ACEEL research. Editors and research professionals who perform journal article reviews for the premier agricultural education journals are encouraged to note the exclusion of a description of content analysis coders’ credentials as part of the peer review process.
