- 22 pages., In Tanzania, agriculture sector is known for employing more than 70% of the total population. Agriculture sector faces many challenges including climate change. Climate change causes low productivity in agriculture; low productivity is caused due to poor implementation of agricultural policies and strategies. This poor implementation of policies has also caused many farmers to be not competent in climate change adaptation. Over the years, provisions of agricultural advice and extension were provided by various approaches, including training and visit extension, participatory approaches, and farmers’ field schools. However, provision of agricultural advisory and extension service is inefficient. Also, in most cases the usage of most agricultural innovations and technologies developed is limited. A literature review indicates that the main reasons given by Tanzanian farmers for not using improved technology are not lack of knowledge or skill, but rather that the technologies do not contribute towards improvements (e.g., the technologies are not profitable or they imply to high risk). Thus, agricultural extension service needs to be geared towards teaching farmers how to develop innovative and cost effective technologies that are contextualized. Limited numbers of agricultural extension staff and less interactivity of Information and Communication Technologies (ICTs), such as radio and television, have been mentioned to be among the factors limiting the provision of agricultural advisory and extension services to the majority of farmers in Tanzania. The advancements in ICTs have brought new opportunities for enhancing access to agricultural advisory and extension service for climate change adaptation. In Tanzania, farmers and other actors access agricultural information from various sources such as agricultural extension workers and use of various databases from Internet Services Providers. Also there are different web – and mobile – based farmers’ advisory information systems to support conventional agricultural extension service. These systems are producing bulk amounts of data which makes it difficult for different stakeholders to make an informed decision after data analysis. This calls for the need to develop a tool for data visualization in order to understand hidden patterns from massive data. In this study, a semi-automated text classification was developed to determine the frequently asked keywords from a web and mobile based farmers’ advisory system called UshauriKilimo after being in use for more than 2 years by more than 700 farmers.

- 5pgs, The Covid-19 pandemic, global trends, and technological advancements lead to the perception that digitalization is about the most sustainable means of growing Africa’s agribusiness and food supply chains. Many global agribusinesses have successfully integrated digital technologies to enhance operational efficiencies and business relations with their upstream and downstream actors. However, evidence is scant on the uptake of digital technologies among small and medium agribusiness firms in sub-Saharan Africa (SSA). Against this backdrop, this review paper identifies research gaps regarding the adoption and implication of digitalization in building sustainable food systems for African economies. Our preliminary finds show some sustainable practices in the SSA food supply chains by adopting specific technologies related to production, grain storage, food waste management, and warehouse management but very low adoption of food processing technologies and digital marketing platforms. Most importantly, the application of the Internet of Things, Big data, Artificial Intelligence, Blockchain and/or Business Analytics is very rare. Most of the digitalization process tends to be mobile-based.

- 10 pages, The study sought to explore the extent to which agricultural policies in sub-Saharan Africa (SSA) countries incorporate Indigenous Knowledge (IK) and its impact on the efforts to document and share agricultural IK through communication efforts. A qualitative content analysis of policy documents from seven SSA countries and eight key informant interviews with knowledge management officers from the seven countries was conducted. Purposive sampling was used to select the countries, determine documents examined, and for the selection of key informants for the interviews. The results revealed that IK was not included in several SSA countries’ governmental agricultural policies. Activities aimed at capturing, documentation and sharing IK in SSA countries were not found despite the presence of evidence of its importance to agricultural research and development. These results provide insights on the need for researchers, communicators, educators, and decision-makers to consider incorporating IK into policy associated with agricultural information dissemination to improve technology generation and adoption

This applies to the KwaZulu-Natal (KZN) province, which is the focus of this study. Landholders logically choose agricultural production ahead of conservation, which they often perform using non-ecological methods. Extension is well positioned to promote ecological agriculture, but its current contribution is unknown. This study examined the role of extension in ecological agriculture in KZN by investigating extension’s promotion of ecological agriculture among smallholder farmers and the factors impacting their employment of ecologically compatible practices. Data was collected through semistructured interviews with 44 respondents, comprising 5 provincial biodiversity conservation practitioners, 1 national biodiversity conservation manager, and 1 national and 4 provincial agricultural extension managers, selected by purposive sampling; as well as 25 extension officers and 8 farmers, selected by convenience sampling. The study found that extension mainly engages in technology transfer and distribution of production inputs, which poses challenges to biodiversity conservation. Extension shows little concern for biodiversity, and effectively promotes its degradation. Four sets of factors impacting extension’s capacity to promote ecological agriculture emerged: household/community-level, governmental, extension management, and ecological factors. Key among these were inadequate involvement of youth and men in agriculture; inadequate household production resources; poor collaboration and coordination between extension and biodiversity conservation institutions; top-down extension intervention; poor extension management and delivery capacities; and irregular and inadequate rainfall, as well as droughts and flooding. The study concluded that there is a need for a clearly articulated extension and biodiversity conservation policy supporting appropriate linkages and better coordination and integration of services among extension and biodiversity agencies within the National and Provincial Departments of Agriculture and with farmers; more effective agricultural education in schools; strengthening extension support systems; and creating conducive atmospheres for effective extension.

- 16 pages, via online journal, Purpose: This study elucidates on how faculty supervision support to students during farm placements and other facilitating conditions influence farmer learning in the student-centred university outreach. Methodology/Design/Approach: Cross-sectional data were collected from a sample of 283 farmers who had previously hosted students of Gulu University in the student-to-farmer university outreach. Structural equation modelling was used to analyse how faculty supervision support to students in combination with other facilitating conditions affect the formation of intentions for learning and actual farmer learning behaviour. Findings: Faculty supervision support in the student-to-farmer outreach was found to significantly influence formation of intentions for learning (β = 0.380; t = 5.263; P < .01) and actual farmer learning behaviour (β = 0.182; t = 2.081; P < .05). Practical implications: Faculty supervision support to students is critical to fostering lasting learning relationships in university outreach. Thus, it needs to be a part of the transformation agenda of the higher education sector for improved community linkages and innovation. Theoretical implications: Empirical data obtained from the context of student-centred university outreach is used to extend the model of facilitating conditions. Originality/Value: The study addresses how faculty supervision support together with farmers’ perception of student attitudes and the value of the learning content influence farmers’ learning behaviour during university outreach.

- 32 pages, via online journal article, Purpose: As part of the institutional reforms and agricultural restructuring in the Democratic Republic of Congo (DRC), this paper provides an assessment of the performance of the agricultural extension system as well as factors explaining it. Method: This paper involves key informants’ interviews and surveys of 107 extension organizations and 162 extension agents in randomly selected 156 villages, analyzed using qualitative and logistic regression methods. Findings and Practical Implications: Results show that despite having one of the highest extension agent-to-farmer ratio and a pluralistic extension system, DRC fails to deliver knowledge and technologies to rural areas due to lack of coordination, no unified and clear policy and mandate, lack of funding, aging and low competencies of agents, and lack of mobility and interactions of agents with key actors. This paper complements findings by other studies that number of agents is not a sufficient indication of performance, but an effective system needs to focus on the enabling environment for agents to be motivated to work as mandated. In this paper, enabling conditions that are found to be statistically significant are external funding, enforcement of performance targets, systems of rewards and sanctions, mobility to foster linkages, and skills development. Originality: This paper contributes by: (1) analyzing a cross-section of various organizations and agents to identify factors that explain variations in performance in a statistical and systematic approach; (2) providing insights on how to prioritize investments and options for a fragile state like DRC, with weak infrastructure and institutional capacity and with a long history of neglect for their national extension system; and (3) illustrating how a rich and well-cited conceptual framework can be implemented empirically to provide policy options for a country like DRC.

- 11 pages., Declining crop productivity is a great challenge facing smallholder farmers in Tanzania. Agro-ecological practices can improve crop productivity in a sustainable way and produce healthy food among smallholder farmers. Initiation of “Farmer-Led Research of Agro-Ecological Practices” (FLRAG) may enhance farmers’ capacities for innovation and co-develop suitable agro-ecological practices. This study aimed at identifying factors influencing smallholder farmers to participate in FLRAG. A cross-sectional survey was used to collect qualitative and quantitative data from 90 smallholder farmers in Mvomero, Bagamoyo and Masasi districts in Tanzania. Data were also collected from key informants who were extension officers. The study identified that experience in farming, easiness in accessing agro-ecological inputs, interest in doing experiments and farm size ownership are the factors that substantially influence smallholder farmers to participate in FLRAG. Therefore, researchers are advised to select participants of FLRAG by considering the mentioned factors. Furthermore, farmers selected to participate in FLRAG are advised to the use of ugunduzi app” that was developed purposefully to enhance agro-ecological research in order to test and understand its potential on smoothing agro-ecological research activities.
