9 pages., via online journal., Residents of Mexico City experience major hydrological risks, including flooding events and insufficient potable water access for many households. A participatory modeling project, MEGADAPT, examines hydrological risk as co-constructed by both biophysical and social factors and aims to explore alternative scenarios of governance. Within the model, neighborhoods are represented as agents that take actions to reduce their sensitivity to exposure and risk. These risk management actions (to protect their households against flooding and scarcity) are based upon insights derived from focus group discussions within various neighborhoods. We developed a role-playing game based on the model's rules in order to validate the assumptions we made about residents' decision-making given that we had translated qualitative information from focus group sessions into a quantitative model algorithm. This enables us to qualitatively validate the perspective and experience of residents in an agent-based model mid-way through the modeling process. Within the context of described hydrological events and the causes of these events, residents took on the role of themselves in the game and were asked to make decisions about how to protect their households against scarcity and flooding. After the game, we facilitated a discussion with residents about whether or not the game was realistic and how it could be improved. The game helped to validate our assumptions, validate the model with community members, and reinforced our connection with the community. We then discuss the potential further development of the game as a learning and communication tool.
15 pages., via online journal., Water quality monitoring programs (WQMPs) must be based on monitoring objectives originating from the real knowledge needs of all stakeholders in a watershed and users of the resource. This paper proposes a participative approach to elicit knowledge needs and preferred modes of communication from citizens and representatives of organized stakeholders (ROS) on water quality and quantity issues. The participative approach includes six steps and is adaptable and transferable to different types of watersheds. These steps are: (1) perform a stakeholder analysis; (2) conduct an adaptable survey accompanied by a user-friendly public participation geographical information system (PPGIS); (3) hold workshops to meet with ROS to inform them of the results of the survey and PPGIS; discuss attainment of past monitoring objectives; exchange views on new knowledge needs and concerns on water quality and quantity; (4) meet with citizens to obtain the same type of input (as from ROS); (5) analyze the data and information collected to identify new knowledge needs and modes of communication and (6) identify, in collaboration with the individuals in charge of the WQMPs, the short-, medium- and long-term monitoring objectives and communication strategies to be pursued. The participative approach was tested on two distinct watersheds in the province of Quebec, Canada. It resulted in a series of optimization objectives of the existing WQMPs, new monitoring objectives and recommendations regarding communication strategies of the WQMPs' results. The results of this study show that the proposed methodology is appreciated by all parties and that the outcomes and monitoring objectives are acceptable. We also conclude that successful integrated watershed management is a question of scale, and that every aspect of integrated watershed management needs to be adapted to the surface watershed, the groundwater watershed (aquifers) and the human catchment area.
12 pages., via online journal., This study investigates the role of the different institutional actors involved in the development and implementation of land use policies in the Ethiopian Rift Valley. The work is based on interviews with key informants from different administrative levels and these results are compared to the relevant policy documents. While the constitution prescribes a participatory policy development process, our results show that in reality policies are made at the highest level and implemented in a top-down approach from the higher to the lower administrative levels. Moreover, the institutional network mainly consists of institutions that are hierarchically linked, while horizontal and diagonal relations are less common and less important. Consistently, higher level institutions are mostly involved in the development of land use policies, while the roles of lower level institutions are predominantly in the implementation thereof. This lack of participation by lower level institutions, in addition to a lack of capacity and absence of clear institutional mandates, hampers the effectiveness of land use policies. Our results also provide suggestions to improve the development, communication, and eventually the acceptability of land use policies towards sustainable land management.
10 pages., via online journal., Public engagement in collaborative natural resource management necessitates shared understanding and collaboration. Empathic perspective-taking is a critical facilitator of shared understanding and positive social interactions, such as collaboration. Yet there is currently little understanding about how to reliably generate empathic perspective-taking and collaboration, particularly in situations involving the unequal distribution of environmental resources or power. Here we examine how experiencing the loss or gain of social power influenced empathic perspective-taking and behavior within a computer-mediated scenario. Participants (n = 180) were randomly assigned to each condition: high resources, low resources, lose resources, gain resources. Contrary to our expectations, participants in the perspective-taking condition, specifically those who lost resources, also lost perspective taking and exhibited egoistic behavior. This finding suggests that resource control within the collaborative process is a key contextual variable that influences perspective-taking and collaborative behavior. Moreover, the observed relationship between perspective-taking and egoistic behavior within a collaborative resource sharing exercise suggests that when resource control or access is unequal, interventions to promote perspective-taking deserve careful consideration.
