13pgs, Sufficient access to and utilization of broadband is an ongoing concern for rural economic development. Using a rural region in Northern New York (USA), we consider the investment and operational costs of a broadband cooperative and determine service prices for which it is financially viable. Service prices need to increase 75%–131%, depending on grant restrictions, relative to existing market prices for a new broadband cooperative to become financially feasible. Put differently, the cooperative would not cash flow at market prices unless there was at least 14 potential subscribers per mile at a 62% take rate. For a cooperative, the grant restriction that providers offer a minimum level of speed at a maximum price results in a high level of subsidization by high-speed to low-speed members to support the business. Given grant funding and member equity investments, financial infeasibility has little to do with construction costs, than with annual operational and maintenance costs required to sustain the system long term. More reasonable feasibility scenarios occur for existing utility cooperatives expanding services into broadband, particularly areas with a high proportion of high-speed, year-round users and strong take rates. Consideration of public benefits of broadband arguably needs to be added to the equation, particularly surrounding access to healthcare and educational purposes, and as a prerequisite to supporting taxpayer-funded public-private partnerships to expand broadband services. Policy levers to eliminate or subsidize property taxes and pole rental costs reduce cash flow prices considerably; however, feasibility is highly sensitive to assumed take rates.
17 pages, The rise in the demand for animal products due to demographic and dietary changes has exacerbated difficulties in addressing societal concerns related to the environment, human health, and animal welfare. As a response to this challenge, Precision Livestock Farming (PLF) technologies are being developed to monitor animal health and welfare parameters in a continuous and automated way, offering the opportunity to improve productivity and detect health issues at an early stage. However, ethical concerns have been raised regarding their potential to facilitate the management of production systems that are potentially harmful to animal welfare, or to impact the human-animal relationship and farmers' duty of care. Using the Five Domains Model (FDM) as a framework, the aim is to explore the potential of PLF to help address animal welfare and to discuss potential welfare benefits and risks of using such technology. A variety of technologies are identified and classified according to their type [sensors, bolus, image or sound based, Radio Frequency Identification (RFID)], their development stage, the species they apply to, and their potential impact on welfare. While PLF technologies have promising potential to reduce the occurrence of diseases and injuries in livestock farming systems, their current ability to help promote positive welfare states remains limited, as technologies with such potential generally remain at earlier development stages. This is likely due to the lack of evidence related to the validity of positive welfare indicators as well as challenges in technology adoption and development. Finally, the extent to which welfare can be improved will also strongly depend on whether management practices will be adapted to minimize negative consequences and maximize benefits to welfare.
7 Pages, Despite the outreach-building benefits of social media for Extension, it is time for Extension professionals to find new innovative ways to reach out that do not involve social media. An increasing body of research has demonstrated the harms social media use imparts on the health and well-being of those in our communities. Our future use of social media as a primary method of outreach may perpetuate these harms, requiring our best efforts to develop new methods of outreach that do not negatively affect those we serve.
11 Pages, This paper explores how mediated communication is perceived by farmers and agricultural researchers and extensionists in Rwanda, taking Rwanda Agriculture Board (RAB) as a Case Study. Literature revealed that studies on agricultural communication to farmers have focused on the role of mass media and new technologies in farmers' access to agricultural information. There have not been enough opportunities for farmers to voice how they think agricultural research information can best be communicated to them. In line with interpretive paradigm, qualitative approach, narrative strategy of inquiry and purposive sampling, 50 farmers and 20 RAB staff (researchers and extensionists) participated in the study. While researchers and extensionists at RAB said that they need to increase the use of mass communication media as well as the new technologies in order to effectively communicate to farmers, farmers expressed more reliance on interpersonal, face-to-face exchanges. Farmers said that they need people they can talk to face to face; people who can listen to their questions and grievances and provide adequate answers. They said that very few of them can read and write and have little or no access to technological devices recommended by RAB staff due to their living conditions
7 pgs, Farmers’ markets may improve access to healthful foods in rural areas. Our objective was to identify facilitators and barriers to farmers’ market use in a rural county. We collected data via surveys, focus group sessions, and key informant interviews. Study participants identified the two existing farmers’ markets as community assets. Barriers to use farmers’ markets included inconvenient market hours, not accepting nutrition assistance program benefits, limited transportation, and limited variety. Interventions to improve food access should include ways to meet the needs of specific populations such as low-income residents and residents living in outlying areas without farmers’ markets.
14 pgs., The provision of farm management decision support and advisory services to insure climate resilient agricultural production systems, especially for subsistence farmers, depends on data on such producers. The main objective of the paper was to generate such data by comparing the status quo regarding dryland, subsistence grain farmers’ perceptions of climate variability, their adaptation strategies and crop productivity. Using a survey questionnaire, the comparison was made across time (2014 and 2017) in selected municipalities of Limpopo province. The findings across time and aggregated for all the different local municipalities investigated were similar regarding respondents’ perceptions of climate variability, adaptation strategies used and crop productivity. The perceptions revealed that respondents were aware of the reality of climate variability and its negative effects on their crop and livestock production, Agricultural productivity amongst extension and non-extension recipients was low, with minimal differences. These findings auger well for the development of common strategies to improve the effectiveness of the support for farm management including climate variability that is provided by the public agricultural extension service to the group of producers in this study to reduce the negative effects of climate variability on their crop productivity. This will eventually help to improve their food security.
9 pages., Extension plays an essential role in serving local communities. How it can support farmers during the pandemic is a novel phenomenon that necessitates careful analysis. Drawing from a survey responded by 313 farmers across Hawai'i in late April 2020, this study assesses how farmers feel Extension can support them best during the pandemic. Farmers identified five areas of needs: community engagement and networking, information sharing and education, funding, research, and local sustainability. Discussion regarding the role of Extension support during the pandemic is offered.
