- 8 pages, The role of information in agricultural development cannot be overemphasized, as information is vital in increasing production, improving marketing and enhancing distribution strategies. Therefore, the study examined the impact of information communication technologies on the technical efficiency of fish farming in Ogun State, Nigeria using a stochastic production frontier approach. In a cross-sectional survey, a multi-stage sampling technique was employed to elicit primary information from 120 fish farmers. Major ICT sources used by the fish farmers include television (81.7%), radio (79.2%) and the Internet (68.3%). The average output of catfish has positive and significant elasticity with regards to each input variable except family labour. The inefficiency model revealed that the age of farmers, farming experience, television and radio usage were significant but negatively related. That means that any increase in any of these factors will reduce the inefficiency of fish farmers and bring about an increase in technical efficiency. This implies that it is possible to increase technical efficiency in fish farming in the study area provided that the media channel (radio and television) predominantly used is improved. This study recommends a reduction in family labour usage while at the same time encouraging young people to venture into fish farming.

- 13 pages, Encouraging farmers to increase the use of organic fertilizer will be conducive to promoting the green transformation of farmers’ production and realize sustainable agricultural development. As a long-term investment, the accuracy of farmers’ access to organic fertilizer information and the supporting role of credit are important factors that affect their organic fertilizer application decisions. However, the existence of information asymmetry in the organic fertilizer market and the credit constraints in the financial market, which restricts the enthusiasm of farmers to apply organic fertilizer. In recent years, the rapid development of the Internet in China’s rural areas has effectively alleviated the degree of information asymmetry in rural areas, and improved farmers’ access to credit, which provides a new opportunity for farmers to increase the application rate of organic fertilizer. This study takes 1030 apple growers in the main apple production areas of China as the research object, and employs Tobit model, IV-Tobit model and mediation effect model to explore the impact of internet use on farmers’ organic fertilizer investment. The results show that internet use can promote farmers’ organic fertilizer investment. After addressing the endogeneity issue and the robustness test, the conclusion is still robust. Heterogeneity analysis shows that internet use has a more significant impact on organic fertilizer investment in the older generation and the large-scale group of farmers. The mechanism analysis shows that internet use affects farmers’ organic fertilizer investment through improving access to credit. Therefore, it is necessary to continuously improve the construction of rural digital infrastructure, accelerate the development of the Internet in rural areas, and actively guide financial resources to agriculture, so as to effectively promote the green transformation of agricultural production.

- 6 pages, Background: An effort was made by the Ethiopian government to increase the level of technical efficiency of farmers across the country. However, due to climate change, smallholder farmers were facing challenges to increase technical efficiency in crop production. Adaptation to climate change is crucial to uphold and increase food crop productivity. This study analysis the impact of climate change adaptation and policy issues on food crop production efficiency in Kellem Wollega, Ethiopia. Methods: The data was gathered from 400 randomly selected food crop smallholder farmers. The Cobb-Douglas production function was used by including the climate change adaptation measures as explanatory variables in technical inefficiency. Simulation was made to adaption measures that can be influenced by the policy variables to see their impact on the level of technical efficiency. Result: The finding show that the use of adaptive practices (multiple crop type, improved crop varieties, adjusting planting dates and irrigation) had a significant and positive effect on technical efficiency whereas land fragmentation reduces efficiency level. Regarding simulation of policy variables the result show that the mean technical efficiency would increase with rising level of improved crop varieties, adjusting planting dates and irrigation practices. The results of the simulation of land fragmentation climate change adaptation variables show that the mean technical efficiency declines as a result of land fragmentation. Empirical results reveal that with appropriate policy intervention (climate change adaptation measures) the technical efficiency level of food crop farmers can be enhanced.

- 13 pages., via online journal, Elected officials at the local, state, and national levels play key roles in shaping the agriculture and natural resources (ANR) sectors through the development and implementation of ANR policies and regulations. As such, it has become necessary for members of the ANR community to understand the policy formation process and how to communicate effectively with elected officials about ANR policies and issues. However, little research has been conducted at the local level to examine how local elected officials (LEOs) interact with information specific to ANR policies to make decisions. This study was designed to assess the communication and information-seeking preferences and behaviors of LEOs that impact their decisions about ANR issues and policies. Of the sources of communication considered by LEOs when making ANR policy decisions, respondents in this study identified communication from farmers and ranchers as having the highest impact on their decision-making. This finding supports the use of farmers and ranchers as opinion leaders in impacting ANR policies. LEOs in this study also reported they would seek factual information from multiple sources to understand the positive or negative impact of the ANR policy before voting on the ANR issue.

Although economic hardship seems to be the obvious consequence, changes to the logistical and daily routines in the home also emerged as major impacts, and psychological effects may be even more distressing. Those who work in agriculture are an essential component of the agricultural and human ecologies to which land-grant universities are connected. Our findings provide valuable insights as to how Extension professionals across the United States may assist agricultural producers and farm families in their own communities at this time.

- 17pgs, In this article, we evaluate the rate of return to government efforts to promote broadband. Specifically, we estimate the impact of USDA's broadband loan and grant programs on the average payroll per worker using zip code level data from the Zip Code Business Patterns for the period from 1997 to 2007. Our results indicate that two of the smaller broadband programs (the Pilot loan program and the broadband grants program) likely had no effect on local payroll per workers. On the other hand, the largest program in terms of funding and coverage (the current broadband loan program) likely had a positive impact. Our estimate implies that a $1 per capita increase in a particular zip code's one-time receipt of the current program broadband loan results in a $0.92 increase in payroll per worker annually. Our calculated point estimates of the benefit: cost ratios for this broadband program range from 1.98 to 2.99, depending on assumptions about the time frame over which benefits accrue. However, the confidence intervals are wide enough to include the possibility that the costs outweigh the benefits.

- 5 pages, The main objective of this study was to find out how small farmers were affected by urbanization. The study was conducted during 2020 in 2 barangays (districts ). Cagayan de Ore (CDO) City specifically canitoan and pagatpat, Philippines. There were 12 and 11 farmers in Canitoan and Pagatpat, respectively who participated the focus group discussion (FGD). Majority of them was considered as small farmers due to the size of their farm which was less than 1 hectare. Around 70 hectares of agricultural land in Canitoan were transformed into a private housing subdivision. Qualitative approach was employed using FGD and farmers were organized and interviewed as a group. Data revealed that agricultural lands had been converted into residential or commercial purposes. CDO agriculture area was decreased from 91.5 to 81.89%. Urbanization affected the farmer in term of displacement, income source, decrease economic status and negative motivation for agriculture. In conclusion, urbanization in CDO which brought progressive economic development had negatively affected the lives of some small farmers. We suggested proper policies to find alternatives for the farmers so that they could continue to produce food in the surroundings of the city and thus made city and rural areas more resilient in food supplies and also water regeneration.

- 16 pages, Food policy increasingly attempts to accommodate a wider and more diverse range of stakeholder interests. However, the emerging influence of different communities and networks of actors with localized concerns and interests around how food should be produced and traded, can challenge attempts to achieving more open, sustainable and globally-integrated food chains. This article analyses how cultural factors internal to a developed country can disrupt the export of food to a developing country. A framing analysis is applied to examine how activists using social media to interact with the traditional news media in Australia were able to inflame public opinion and provoke outrage to disrupt the policy agenda. The paper contains a case study analysis of the media controversy in 2011 around the slaughter of beef cattle in Indonesian abattoirs and the subsequent banning of live cattle exports to Indonesia by Australia. The analysis draws on the theory of binary cultural oppositions to examine how practices in relation to the slaughter of beef cattle in Indonesia were reframed, through extensive media coverage of moral outrage into a critique of the values and cultural practices of Indonesian society.
