These two traditions should be seen as two dimensions of extension work which mutually reinforce each other. But in actual practice they function in opposition to each other with different supporters. The author is seeking change and support for a more balanced mix of TI and HRD. It means that extension as a professional field should develop its "instrumentarium" to redress the present imbalance.
