AGRICOLA IND 89035615, We explore the relationship between adoption of farm technology and labor availability in Africa. We use a case study of the introduction of a high-yielding variety of maize in an area of Zambia to examine the different aspects of the relationship between adoption and labor availability/mobilization. The research is based on an intensive 15-month study of 23 maize farmers, survey data from 240 of their farm workers, and data collected from an ongoing integrated rural development project. The data illustrate that the shift to hybrid maize requires additional labor. farmers' inability to mobilize additional labor results in partial adoption and various compromises in the performance of recommended practices. The labor survey reveals that despite farmers' preferences for hiring older workers and female labor, children are extensively employed because of their availability. We conclude by illustrating the need for adoption research that takes the broader farming environment into account.

AGRICOLA IND 89062953, We test two hypotheses based on Cancian's theory of the status-innovation relationship which predicts upper-middle-class conservatism in agricultural communities (1967, 1972, 1979, 1981). Quantitative meta-analysis of 34 rural development surveys yields a cumulated difference-of-proportions that (1) actually runs counter to the direction predicted by Cancian's "upper-middle- class conservatism" hypothesis, and (2) supports Morrison et al.'s (1976) conjecture that upper-middle-class conservatism effects should be weaker in pyramidal representations of rural stratification systems. Future research should focus on community-level contextual factors that may influence the nature of the status-innovation relationship:

AGE 85925357; Paper presented at the "Annual Meeting at the American agricultural economics Association," 1984, August 5 - 8; Ithaca, NY, This paper addresses issues surrounding a paradigm for rural development. The first section develops further the consequences of the lack of a generally accepted paradigm. The following three sections present elements of a framework by focusing in turn on target variables, policy instruments, and the structural relationships which link causal factors and target variables. The final section draws conclusions about developing better paradigms and improved policy analysis.

Agunga, In this article, the author proposes that one way to minimize the rate of project failures is to establish rules which project managers would be required to follow. It is the view of this author that some of these rules may already exist in the form of project formulation guidelines. These guidelines are, in large part, based upon research in development. They include local participation, integrated development, basic needs, women in development, and appropriate technology. These guidelines, carefully followed, have the potential to lead to project success. The problem is that it is the rare project wherein these guidelines have been observed. Thus, the author contends that the codification of these guidelines and other related concepts into standard development rules followed by the establishment of a mechanism to ensure that these rules are adhered to, are the tools needed to dig out of the development crisis.
James F. Evans Collection, This article concentrates on 1890 land-grant colleges' and universities' contributions to rural development in 16 southern and border states. The author contends that lifting rural dwellers out of ignorance and poverty has been a major objective of 1890 institutions. During the early years the 1890s sent out change-agents to encourage rural dwellers to improve their standard of living through education and self-help programs. These agents went into rural communities and taught farm families to raise better crops and livestock; improve their homes, schools, and community life; and despite inadequate funding of teaching, research, and extension at these schools, the 1890 schools made significant contributions to rural development. Moreover, the writer contends that the 1890 schools are not outmoded, but essential to rural development and to the education of American citizens during the rest of the 1990s and into the 21st century. James F. Evans Collection, Development reporting in 14 rural Georgia weekly newspapers is examined, and the extent and manner of development news in these newspapers are compared with results from previously published studies of development news in other countries. The data indicate that the rural Georgia newspapers tend to devote less space to development news, to emphasize physical facilities development more and to quote or portray government sources less. These results are interpreted as indicating a need for more attention to development communication in local media in rural areas of the United States. (original)

A farm-household economics approach is used to illuminate Mellor's labour constraint/rapid urbanization problem in the Southern African context. It is viewed as a rational decision by rural households to combine the benefits of indigenous land-use arrangements with the advantages of non-farm wage employment. The implications of this analysis for the design of technology consistent with the objectives and constraints of farm households are then discussed in relation to some general experiences in Southern Africa. James F. Evans Collection, Rural radio. The term can conjure up broadcasts devoted to extension work, remote from the self-expression and needs of the population and closeted in a broadcasting studio to the detriment of the field -- a negative image which has been around for 10 years, ever since the sad revelation of the shortcomings of Africa's rural radio. Now that the media are diversifying and getting their freedom, it is time to do justice to rural radio, which is and will long be the African rural populations' main, if not only, source of information in their own language. A new-style rural radio is emerging. It is closer to the people, run from a network of regional and local stations, and will both involve the rural population and be open to the world at large. James F. Evans Collection; See C06647 for original, Owambo agricultural producers had high levels of illiteracy (44%) and 30% were over 60 years of age. Average extended family size was about 10 persons and approximately two-thirds had incomes below the minimum subsistence level, and many lacked resources for agricultural production. Communal grazing areas were overstocked and lacking in management. There was a low rate of adoption of accepted farming practices, leading to low yields and production levels. Suggestions are put forward for improving agricultural knowledge systems, including strengthening extension services and local institutions (original).
