The COVID-19 pandemic is the most recent example that global development problems can occur anywhere, rebutting the assumption of a world divided into developed and developing countries. Recent scholarship has coined the term “global development” to capture this changing geography of development problems.
Purpose
Our article contributes to these debates by proposing a novel empirical approach to localize global development problems in country contexts worldwide.
Methods and approach
Our approach rests on a universal understanding of “development.” We identify countries that are particularly relevant for global problem-solving and consider not only the problem dimension but also countries’ capacities to address these problems.
Findings
Our results show that countries with the most severe combinations of problems are as diverse as Afghanistan, Nigeria and the United States. Two thirds of countries with above-average contributions to global problems are authoritarian regimes. We also find that middle-income countries have hardly anything in common apart from their income level.
Policy implications
Our analysis shows that traditional development concepts of a binary world order and of foreign aid as financial transfer to remedy imbalances are not enough to address constellations of global problems and capacity that have long evolved beyond rich and poor.

3 pages., Via online journal., Increased global trade coupled with diversified employment opportunities have generated demand for college graduates to possess enhanced interpersonal and foreign communication skills and a well-developed understanding of foreign culture. Horticultural employment opportunities also require students to possess a mastery of horticultural theory with an established record of direct, hands-on experience. Despite these needs, financial limitations of students and academic departments coupled with a lack of available opportunities may restrict students from developing these critical skills. Through development of cooperative learning programs, students have an opportunity to master and refine their horticultural skills while simultaneously raising funds, which are allocated for professional development including an international learning program. This article provides a successful overview of a student-based cooperative learning program that enhances student learning opportunities.

Article first online: 18 July 2017, Via online journal., Farm to school programs have been positioned as interventions that can support goals of the global food sovereignty movement, including strengthening local food production systems, improving food access and food justice for urban populations, and reducing distancing between producers and consumers. However, there has been little assessment of how and to what extent farm to school programs can actually function as a mechanism leading to the achievement of food sovereignty. As implemented in North America, farm to school programs encompass activities not only related to school food procurement, but also to the development of student knowledge and skills under the framework of food literacy. Research on farm to school initiatives has largely been conducted in countries with government-supported national school feeding programs; this study examines farm to school organizing in Canada, where there is no national student nutrition program. Using qualitative fieldwork and document analysis, we investigate the farm to school movement in British Columbia, in a context where civil society concerns related to education and health have been the main vectors of farm to school mobilization. Our analysis suggests that, despite limited institutional infrastructure for school meals, the British Columbia farm to school movement has contributed toward realizing goals of food sovereignty through two main mechanisms: advocacy for institutional procurement of local and sustainable foods and mobilizing food literacy for increased public engagement with issues of social justice and equity in food systems.
