Cites an experience in which a reporter at a small daily newspaper on the coast of rural North Carolina told her readers that the water was polluted with cancer-causing chemicals and that city leaders had known about the pollutants for many years without doing anything. It further examines the connection between public journalism and development journalism. The development journalist "should be an active community participant in social change. He or she cannot be a neutral observer who adheres to objectivity. The journalist must relate development to people and focus on relations and the totality of concrete life situations. He or she must go well beyond economics and bring out the inherent drama in development, democracy, and participation."
