19 pages., Article 3945, Via online journal., Information communication technology (ICT) has changed the traditional agricultural extension service mode worldwide. This paper examines the effects of the Rural Distance Education Project (RDEP) on the household income, agricultural productivity, and off-farm employment of farmers in peri-urban areas in Beijing. Using the survey data of 783 randomly selected farm households from 54 villages in three Beijing peri-urban districts in 2014, and the propensity score matching method (PSM), we find that the RDEP has a significant and positive effect on agricultural productivity and input use. Meanwhile, the program’s effects are heterogeneous across districts and households. For example, the RDEP has significant impacts on several outcome indicators, such as agricultural labor productivity (at a 5% level of significance), agricultural land productivity (at a 10% level), and input use intensity (at a 1% level) in Tongzhou (an agriculturally more important district, with a more intensive RDEP usage), but none of these effects is significant in Pinggu district. Furthermore, the RDEP is found to have bigger, and statistically more significant effects, for households with junior high school education than for those with either lower or higher than junior high school education. Furthermore, the RDEP is more effective for households with more assets than those with fewer assets. These results point toward the importance of using a rural distance education program as an effective extension service, and the need to take community and individual characteristics into account in the implementation and design of future programs.

improving livelihoods among the rural poor in most
developing countries. This increased productivity is
essential to both household food security and to
agriculture-based growth and poverty reduction in the larger
economy. Smallholder productivity is limited by a variety of
constraints including poor soils, unpredictable rainfall,
and imperfect markets, as well as lack of access to
productive resources, financial services, or infrastructure.
Information and communication technologies (ICT) are also
vitally important to commercial and large-scale agriculture,
and to agriculture-related services and infrastructure such
as weather monitoring and irrigation. This note focuses on
the sometimes less-obvious importance of ICT in improving
the information, communication, transaction, and networking
elements of smallholder agriculture in developing countries.

The objectives of this study were to show the beneficial use of Information and Communication Technologies (ICTs) in agriculture among the youth in Kenya, assessed ICT application and commonly used tools, experienced challenges, impacts and suggested future ICT use. Beneficial ICT applications were exemplified by ‘Mkulima Young Champions’ who led digital initiatives, drew youth into farming, helped them learn among themselves, and traded and overcame agricultural challenges. Using radio, short message services (SMS) and social media, they discussed agricultural topics and shared successes. Mkulima Young's Facebook was vibrant. The youth posted photographs and videos, asked questions, discussed issues and interacted. Most of the youth obtained information from the internet, hence the internet was the best platform to market and promote agriculture to the youth. They used internet and social media to obtain production technologies, market information and for information sharing. Most commonly used tools were MS Office and spreadsheets for record keeping. Voice messages and SMS assisted timely accessing of market prices, reaching clients, sharing production information and money transactions. The ICT content should be relevant to targeted youth, valuable, localized and dependable. The ICT-savvy youth operated intensive, efficient and profitable farms, producing diverse and branded products for niche markets. The youth transformed the community use and access to ICTs and influenced community economic status. Smart phone technology will revolutionize access to and use of ICTs. YouTube, Twitter and WhatsApp should be expanded and widely popularized among the youth.
30 pages., via online journal., Information communication technology (ICT) and environmental innovation (EI) are
relevant waves of the ongoing technological revolution. We study the
complementarity in innovation adoption to test the research hypothesis that the higher
the diffusion and intensity of usage of ICT and EI, the higher a firm’s productivity
performance might be. However, it is not certain that the use of different innovations
stemming from different innovation paths generates higher productivity. To test our
hypothesis, we use original survey data concerning manufacturing firms in Northeast
Italy including detailed information on both ICT and EI. Empirical evidence shows
that there are still wide margins to improve the integration between EI and ICT in
order to exploit their potential benefits on productivity. The awareness of specific
synergies seems to mainly characterise the heavy polluting firms that are subject to
more stringent environmental constraints, while some trade-offs tend to emerge for
the remaining firms.
14 pages., via online journal., This study sought to identify the information communication technology (ICT) needs of small-scale farmers in Anambra State, Nigeria. A structured interview schedule was used to collect data from a sample of 108 farmers. Results revealed that the majority used radio and television and owned mobile phones and video machines. Constraints to use included capacity, infrastructural/technical and logistical problems. The study recommends that the Nigerian government reorient its policies in order to harness the potential of ICTs to contribute to agricultural development and highlights the need to raise awareness of the agricultural uses of ICTs among the government, other national stakeholders, and rural communities.

13 pages., Via online journal., Agricultural extension in sub-Saharan Africa has often been criticised for its focus on linear knowledge transfer, and limited attention to systemic approaches to service delivery. Currently, the region is experiencing a new-ICT revolution and there are high expectations of new-ICTs to enhance interaction and information exchange in extension service delivery. Using an innovation systems perspective, we distinguish the roles demand-articulation, matching demand and supply, and innovation process management for innovation-intermediaries. The study explores literature on how new-ICT may support these roles, with specific interest in the possibilities of environmental monitoring and new forms of organisation enabled by enhanced connectivity. In order to contribute to the understanding of this area, the paper reports on a comparative study of two new-ICT platforms embedded in Ghanaian public and private extension organisations respectively. We assess the roles that these platforms (aim to) support, and document achievements and constraints based on interviews with extension staff and farmers. The findings indicate that while both platforms aim to support innovation-intermediation roles the focus areas and level of detail differ due to diverging organisational rationales to service delivery. In addition, we see that new-ICTs' potential to support innovation-intermediation roles is far from realised. This is not due to (new) ICTs lacking the capacity to link people in new ways and make information accessible, but due to the wider social, organisational and institutional factors that define the realisation of their potential. Therefore, more conventional modes of interaction around production advice and also credit provision continue to be dominant and better adapted to the situation. However, beyond the two platforms that were developed specifically by and for the extension organisations, there were indications that more informal and self-organised new-ICT initiatives can transform and enhance interaction patterns in innovations systems to achieve collective goals through standard virtual platforms such as WhatsApp and Telegram.

In the digital era today, if the extension agent is not encouraged to use the internet then they will be left behind and will be left out by the farmers. This study aimed to (1) analyze the internet availability in Lampung Province (2) to analyze the level of internet usage for extension agent in Lampung and (3) to analyze factors influencing internet usage of extension agent. This research was conducted in Lampung Province with analysis unit of extension agent in the office of BP3K (Extension Agency of Agriculture, Fisheries, and Forestry) which has been facilitated by computer and internet network. Respondents consisted of 355 extension agent served in BP3K. Multiple Linear Regression Analysis was used to determine the effect of independent variables on the dependent variable. The availability of facilities and internet network in Extension Offices is not sufficient even extension agent used their private facilities. The Internet network had reached the remote areas very well in spreading and transmitting information. Almost all extension agent have internet-connected devices and internet-based applications. Extension agents facilitated by computer and internet network communicating using social media, however capabilities in using the internet to search information related agricultural technology remained low. The use of the internet by extension agent was influenced by the nature of internet innovation, the number of Internet-based applications and the amount of existed hardware.
12 pages., via online journal., This study explores the status of mobile usage among the agriculture community in the North‐Central province of Sri Lanka in relation to interactions with major agriculture stakeholders. The objectives of the study were to study the factors affecting the mobile use by farmers, farmers' willingness to receive agricultural information through mobile communication technology, and awareness on mobile based agriculture information systems. Primary data were collected at two stages using two structured interview schedules (N=390, n=65). According to the findings the access to mobile phone was considerable higher among the study group while age and education had an effect on using a mobile phone. Only a few farmers have yet started using them efficiently for agriculture and other commercial purposes. A considerable number of farmers used the mobile phones to contact input suppliers, buyers, agriculture extension officers and other farmers in the area, mostly those who represent community based organizations.
16 pages., via online journal., This study was conducted in Ethiopia to determine the use of mobile phones in agriculture. The study included 320 household heads who owned mobile phones. Data were collected using an interview schedule. The results revealed that the majority (90.6%) of household heads made phone calls for agricultural purposes. Over three quarters (85.9%) of the household heads received phone calls related to agriculture. Short message service (SMS) was poorly used. It is concluded that mobile phones are playing an important role as an informational medium. Therefore, the Ministry of Agriculture in Ethiopia needs to develop a mobile-based agricultural information dissemination system to enhance information delivery to rural farming households.

It is therefore unsurprising that it features so centrally on global development agendas and that a robust, interdisciplinary literature seeks to examine its determinants. This study focuses on the relationship between mobile technology and food access. Specifically, we ask whether mobile technology can strengthen the relationship between food access and certain social and political factors such as remittance flows and political participation. We use Afrobarometer surveys and highly disaggregated data on 2G network coverage to estimate a multilevel model testing how increased connectivity measured by mobile technology influences food access. We show that mobile phone use and higher frequency of use are significantly and positively correlated with food access, but we do not find evidence that remittances and political participation levels can explain the mechanisms linking mobile technology and food access. The study highlights that connectivity can play a powerful role in shaping food outcomes even when controlling for commonly identified impediments such as income constraints or physical isolation. These findings suggest that policies aimed at improving food access should devote attention to strengthening both communication and physical infrastructure.
