In this vein, the inclusion of innovative research and innovation policies, such as Responsible Research and Innovation, devoted to mainstream social outcomes, to deploy democratic governance of science, and to drive innovation into a direction that is ethically acceptable, societally desirable and sustainable are noteworthy. However, substantial efforts are required when it comes to integrate the interactions between renewable energy research and energy and climate policies within responsible approaches. In order to adapt responsible research and innovation approach for the purpose of building an alternative context and assessment approach for sustainable transitions, this paper presents a review of approaches around sustainability and social justice dimensions. The thresholds of this endeavour are detailed in terms of the challenges for the integration, the identification of the inhibitors and facilitators of policy integration and the proposal of the levels for a methodology for this integration. The results show that the different readings and understanding of the contexts and dimensions and the existence of knowledge gaps between policy targets and the outcomes of research and innovation can be considered inhibitors for the integration. In contrast the interlinks between dimensional concepts, backgrounds and rationales appear as facilitators. The innovative contribution of this paper is focused on the contextualization of the dimensions through the use of socio-technical and multi/inter/trans and cross-disciplinary approaches. The authors conclude that the process of introducing a more holistic and alternative approach opens the re-envision of policy elements. Moreover, RRI offers an innovative perspective to the transition approach as well as tools for decision-making and policy processes assessment, in an arena where constant innovation is taking place and new structures, processes and metrics are necessary to guide this process.
12 pages., via online journal., This study investigates the role of the different institutional actors involved in the development and implementation of land use policies in the Ethiopian Rift Valley. The work is based on interviews with key informants from different administrative levels and these results are compared to the relevant policy documents. While the constitution prescribes a participatory policy development process, our results show that in reality policies are made at the highest level and implemented in a top-down approach from the higher to the lower administrative levels. Moreover, the institutional network mainly consists of institutions that are hierarchically linked, while horizontal and diagonal relations are less common and less important. Consistently, higher level institutions are mostly involved in the development of land use policies, while the roles of lower level institutions are predominantly in the implementation thereof. This lack of participation by lower level institutions, in addition to a lack of capacity and absence of clear institutional mandates, hampers the effectiveness of land use policies. Our results also provide suggestions to improve the development, communication, and eventually the acceptability of land use policies towards sustainable land management.
36 pages., via online journal., This article examines the challenges facing agriculture in Africa. First the article outlines agriculture’s connection with overall economic growth; then, the author evaluates agricultural productivity and food security in Africa in 2010. From this point, the author evaluates the advantages and disadvantages of seven paths that African agriculture is likely to evolve along between now and 2050: five for Sub-Saharan African and two for North Africa. In Sub-Saharan Africa, the types of farming proposed are: extensive, mechanized; intensive export; intensive peri-urban; subsistence; and reserves, game ranching, and tourism. In North Africa, the author proposes: irrigated and rainfed. In order to realize the most positive benefits of these paths in 2050, Africa has to tackle six challenges, outlined by the author: reducing population growth, promoting irrigation, adapting the role of the state, promoting the acceleration of technical change (including fertilizer and biotechnology), and preparing for climate change. Increasing the competitiveness of Africa’s commercial farming will improve income, inequality, and nutrition across the continent.
