12 pages., via online journal., In recent years, there has been extensive investment in e-governance throughout the developing world. Still, little is known about the impact of those investments, partly due to a lack of assessment guidance. In this study modified sustainable livelihood framework approach was used for studying impact of the project on farmers. Before and after data was collected from the registered farmers using recall method to assess the impact of the project on all five types of capital (Natural capital, financial capital, human capital, physical capital and social capital). It was found that after implementation of the project, in the category of natural capital, average production and average sold quantity of rice, wheat, pigeon pea, mustard, and green gram has been significantly increased and in the category of financial capital, respondents’ average family income, earning from agriculture and allied sector and benefit from government schemes has been significantly increased and in the category of human capital, average number of training received by respondents and average number of extension contacts made by respondents has been significantly increased and in the category of physical capital, average storage facility has been increased by respondents and in the category of social capital, average number of meetings attended by respondents in Krishi Gyan Kendra has been significantly increased.
13 pages., Via online journal., This study examined adoption of Information and Communication Technologies (ICTs) by
agricultural science and extension teachers in Abuja, Nigeria. Specifically, the objectives are to:
identify the background and demographic characteristics of agricultural science and extension
teachers in the study area; examine the factors influencing adoption of ICTs by respondents and
determine the challenges or constraints militating against adoption of ICTs by respondents in the
study area. Data were collected from 60 purposively selected agricultural science and extension
teachers in the study area. Data were analyzed using descriptive statistics SPSS 19.0, Likert scale,
t-test and Logit model. Ages, teachers’ experience, access to ICTs were significant factors
influencing adoption of ICTs by respondents at 1% probability level. Teachers’ attitude, teachers’
awareness significantly influences adoption of ICTs by respondents at 5% probability level. Word
processors are perceived useful in setting tests and examination question papers, while, photocopy
machine was perceived ease to use to make copies of teaching materials. Access to appropriate
ICTs equipment and lack of infrastructure such as irregular electricity supply are the major
challenges. The study recommends easy access, awareness and use of ICTs by instructors and
regular supply of electricity to improve and stimulates adoption of ICTs by respondents.
6 pages., via online journal., This research was conducted to find out the influence of agents on the results of empowerment of farmers, the effect of recipients on the results of the farmer empowerment, the effect of agricultural extension on the results of the farmer empowerment, and the influence of agents, recipients, and agricultural extension on the results of farmer empowerment. This research was carried out in May to July 2017. Quantitative descriptive method was applied by using primary and secondary data. Primary data obtained from interviews with 24 respondents who applied integrated crop management technology (PTT) on paddy fields. Technique of interview was guided with questionnaires while secondary data was taken from some literature work and relevant agencies. The results showed that: there is positive and significant influence between the agents and farmer empowerment, there is positive and significant influence between the recipients on the farmer empowerment, there is positive and significant influence between agricultural extension on the results of the farmer empowerment, and there is positive and significant influence between the agents, recipients, and agricultural extension on the results of farmer empowerment.

This article aims at designing and validating a psychometric scale to assess extensionists’ and advisors’ beliefs about extension and innovation.
Design/Methodology/approach
The scale was developed by drawing upon results from a previous empirical research as well as insights from a literature review on extension and innovation approaches. The theoretical framework used to write the items was validated by 12 international experts from 11 countries. 608 Argentine extension workers completed the questionnaire. Replies were analysed using Exploratory and Confirmatory Factor Analysis.
Findings
The scale has a good fit and satisfactory level of internal consistency. Five factors were identified: Dialogue and horizontal coordination; Transfer of technology; Blame on farmers; Participatory, farmer-led extension; and Self-critical attitude.
Practical implications
The scale has multiple and different uses, including research, theory development, institutional practice, diagnosis, and teaching.
Theoretical implications
Results show that a horizontal, facilitative extension approach shares a common epistemology, as well as underlying values and assumptions, with territorial development and with an innovation systems perspective, and that both contrast with a traditional transfer of technology approach. Nonetheless, practitioners would not tend to see these two contrasting perspectives as contradictory but as complementary.
Originality/Value
The scale is the first validated psychometric instrument, based on an ample theoretical framework, that allows for a quantitative assessment of beliefs about extension and innovation.
13 pages., Article # 6FEA1, via online journal., Professionals in Extension who develop intercultural competence are better prepared to meet the needs of multicultural populations. This article addresses University of California Extension's formation of an intercultural competence professional development initiative. We describe our use of an integrated conceptual framework that includes Hammer's Intercultural Development Inventory (IDI) and Kotter's eight-step organizational change process to institutionalize the initiative. IDI pretest and posttest results indicate that California 4-H professionals are more culturally competent. The impact of the initiative also is reflected in the significant growth (151% increase) in Latino youth participation in 4-H. We provide recommendations for replicating our effort.
15 pages, via online journal, Purpose: This article assesses a non-traditional training methodology for extension agents, focused on the exchange of experiences among peers and the reflection on practice, with the aim of exploring its potential as a training strategy.
Design/Methodology/approach: A quali-quantitative investigation was conducted, which included interviews with extension agents, the use of different questionnaires, and recordings of the evaluation sessions carried out during each workshop.
Findings: This research allowed us to understand the importance of effective group coordination, a participatory climate, working in small groups, and the feedback loop between theory and practice for processes of experience sharing and reflection on practice. Some of the positive effects of the training observed were that extension agents acquired new knowledge and methodologies, reflected critically upon their practice, and put into question their own extension approach.
Practical Implications: Given its potentialities, implementing training processes focused on experience sharing and reflection on practice for rural extension workers, seems advisable.
Theoretical Implications: This article contributes to the understanding of how experience sharing and reflection on practice can generate transformations in rural extension agents’ approaches and positioning.
Originality/Value: This study systematically assesses the impacts that training has on extension workers, as well as the underlying processes that made it possible to generate them.

9 pages, via online journal, Farmers who engage in farmer participatory research (FPR) change their established social roles in households and communities. As such, comprehension of farmers’ role transitions is important to understand the extrinsic and intrinsic factors impeding or supporting the uptake and use of FPR by farmers. The existing FPR literature, however, does not address such role transitions. In this study, we analyzed farmers’ experiences with FPR and underlying role transitions in a commercial organic agriculture project in western Uganda. We drew on quantitative and qualitative data from interviews, group discussions, and observations involving farmers and extension workers. Our results suggest extrinsic and intrinsic factors affect farmers’ self-conception, influencing their willingness to participate in FPR. The level of alignment between the self-conception and the anticipated role determines farmers’ decision regarding participation in FPR and affects their response pattern. Farmers’ response pattern and individual set of inhibitors and facilitators lead to the experience of role insufficiency or role mastery, which is crucial for farmers’ continuation or termination of on-farm experiments. Understanding and facilitating role transitions is, therefore, essential for sustaining on-farm experiments, which complements current technical FPR training.

9 pages, online journal article, Quality rural extension is of utmost importance for generating food security and sustainable rural development. In this paper, Argentine rural extensionists' point of view on how to be a good practitioner is described, as well as compared to good practices proposed by scholars and international development organizations. Forty rural extensionists from the Northeastern Argentine provinces were interviewed (29men, 11 women). Interviews were recorded and transcribed, texts were categorized and contents analyzed. Scholars and extensionists, despite agreeing to most of the same principles, frame their recommendations for good extension practices in different ways. The former's recommendations tend to be supported by multiple case studies and focused on best practices on the level of extension projects or policies, while the latter's tend to draw upon their own experience and develop proposals more concerned with interpersonal interactions and with overcoming practical problems in real (and not ideal)settings. Best extension practices depend on environmental, institutional, political and cultural contexts, this implying there is no best extension practice in general. Training extensionists in interpersonal skills and in social sciences is key for reaching good extension results. Horizontal communication between farmers and extensionists, negotiation over best technologies, and helping farmers reflect on their production practices are extension strategies with great potential.

Recent initiatives to address gender unequal access to agricultural information have been clumsy, overlooking participatory approaches that focus on transformative change. This study uses Pakistani rural advisory services to compare farmers' and extension workers’ perceptions of access to agricultural information, to identify culturally acceptable gender-responsive schemes.
14 pages., One of the bedrock of Sustainable Development Goals (SDGs) is eradication of poverty and hunger. In an attempt to actualize this goal, the role of public libraries in information provision to agricultural extension agents in Nigeria becomes paramount. This paper discusses provision of information to agricultural extension agents in a developing country. It starts with the concept of extension agents and the essence of information provision to them. It further discusses types, sources and challenges of public libraries in information provision to agricultural extension workers in a developing country. Some of the challenges are as follows: poor funding of public libraries, demotivated staff, and so on. Based on these discussions, the paper recommended adequate training and retraining of staff, adequate funding of public libraries by the federal, state and local government, the revitalization of the abandoned mobile library services among others. The paper therefore concludes that information provision to agricultural extension agents by public library is very crucial for national development. The current state of poverty, hunger and lack in Nigeria and some other African countries could be reduced to a great extent if current, relevant and up-to-date information are provided by libraries to the concerned agencies.
