INTERPAKS, In: A. Maunder and K. Ohkawa, eds. Growth and equity in agricultural development : Proceedings of the 18th annual international conference of agricultural economists. Aldershot, Hampshire, UK: Gower, 1983. p. 519-528., Reviews the substantial literature on agricultural technology transfer, with a focus on the key economic and institutional constraints which account for the stagnation of agricultural technology in developing nations. The failure of local institutions to develop new technologies has forced a reliance on international sources of both the private and public type. Profit constraints and differences in resource scarcity provide fundamental economic barriers to the development of new technology by foreign private interests. Another difficulty arises because international centers depend primarily on developed countries for investment funds. Since the developed countries see little direct benefit from these investments, high rates of return from successful research do not guarantee increases in financial support. These circumstances imply that the future development of efficient new technologies is likely to require the investment of additional resources at the local level.

Hyderabad, India : National Institute of Rural Development, 1981. p. 49-68 (Paper presented at the National Workshop on Management of Transfer of Farm Technology; 1979 November 19-24; National Institute of Rural Development, Hyderabad, India), Discusses the production dissemination and utilization of technology and observes that the natural as well as cultural environment affect technology. Credits the Indian agricultural research system as the major determinant of productivity change in dissemination of agricultural research. Concedes that determinants of the adoption are client orientation, environment, the technology itself, and communication variables. Concludes that technology transfer has been strangled by various non-technological factors.

Hyderabad, India : National Institute of Rural Development, 1981. p. 85-97 (Paper presented at the National Workshop on Management of Transfer of Farm Technology; 1979 November 19-24; National Institute of Rural Development, Hyderabad, India), Emphasizes the international nature of research. Technology developed in one country often moves to another. Suggests that many international centers are the origin of partially developed technology which may be completed by several national programs. Classifies constraints as organizational related to research and the social and economic situation. Emphasizes the need for overhauling extension, training, and coordination.
