This paper is aimed at reviewing budget allocation and public expenditure on agricultural extension support services to provide evidence-based recommendations to inform the implementation of the national policy on extension and advisory services. The study was conducted using budget allocation and expenditure data collected through a survey questionnaire directed at nine provincial departments of agriculture. The problem investigated was to establish whether the budget allocated to provincial extension services would be sufficient to implement the extension policy. Data analysis employed descriptive statistics including t-tests of differences in means. The study has delivered several findings: a). The budget execution rates were high for both the extension practitioners and the farmer programmes, with budget execution for farmer programmes being better than that for extension practitioners. b). The budget trends indicate an efficient system of budget execution for the benefit of the farmers. c). There were statistically significant differences between mean budget allocation for extension practitioners and farmer programmes. d). It was further found that the differences between the mean expenditure on extension practitioners and mean expenditure on farmer programmes were statistically significant. e). Consistent with budget allocation, mean expenditure on farmer programmes was higher than mean expenditure on extension practitioners leading to the conclusion that farmer programmes spent significantly higher than extension practitioners in the five financial years. f). On the other hand, it was found that the cost of implementing the newly developed national policy on extension and advisory services was found to be greater than the current budget allocation. The paper concluded that the budget allocation was insufficient, yet farmers received value for money.

18 pages, Agricultural extension plays a crucial role in the Indonesian Agricultural Revitalization Program for the 2005-2025 periods, where sugarcane is one of the fourteen priority crops. The provision of an agricultural extension was aimed to increase the income and productivity of sugarcane farmers. This study aimed to evaluate the effect of agricultural extension access on smallholder sugarcane farmers' performance in Indonesia. This study used data from the 2014 Indonesian Sugarcane Farm Household Survey, consisting of 8,831 farmers. This study employed propensity score matching to estimate the effect of access to an agricultural extension on several outcome variables. These variables were gross value-added (GVA), net value added (NVA), labor productivity (LP), land productivity (LDP), net income (NI), and remuneration of family labor (ROFL). The result shows that having access to an agricultural extension increases GVA by 40.5%, NVA by 40.3%, labor productivity by 42.8%, and NI by 40.2%. However, access to agricultural extension insignificantly affects ROFL due to the differences in family working units. Also, farmers with Agricultural Extension access have 13.7% lower land productivity than non-Agricultural Extension farmers since the former has lower input use intensity than the latter. These results suggest that providing agricultural extension service is adequate to improve sugarcane farmers' economic performance.
Purpose: The impact of agricultural knowledge transfer (KT) is related to the access to and the quality of services available. Within this context, the allocation of resources in terms of KT offices and the number of advisers are important considerations for understanding KT impact. This quantitative study evaluates the impact of KT resources on farm profitability for clients in Ireland during the recessionary period 2008–2014.
Design/Methodology: Teagasc, the public KT service provider in Ireland, experienced significant office closures (43%) and a reduction in advisers (38%) during the economic crisis, yet client numbers declined only slightly (4.5%). Administrative data are merged with a panel data set on farm-level performance to evaluate the impact through Random Effects estimation.
Findings: The results show that clients gained a 12.3% benefit to their margin per hectare over the period. However, there was a negative effect of 0.2% for each additional client assigned to the adviser which averaged at 9.6%.
Practical Implications: The quantitative findings provide a measure of impact that represents the value for money for the KT service. The key implication is that the client ratio for advisers should be considered when allocating resources and lower ratios would positively impact client margins.
Theoretical Implications: This article outlines the value of quantitative studies to estimate impact in a clear translatable manner which can aid the policy discussion around resource deployment.
Originality/Value: This study evaluates the impact of KT during a recessionary period when resources were constrained, and uses client ratios to examine the spatial effects.
21 pgs., CTs (Communications technologies) have revolutionized agricultural information services at every level in the agricultural sector, thus impacting rural development and catalysing poverty alleviation strategies. This has largely been the case with small-scale farmers in rural areas in developing countries where mobile technologies have penetrated more than most other ICT tools. However, in some of the farming environments, mobile phone use is largely driven by agricultural extension workers. This paper seeks to examine the way mobile phones are used for information access in situations where agricultural extension workers are a critical intermediary in the agricultural information services. Interviews were conducted with 10 randomly selected farmers who were part of the Dzindi irrigation scheme. The findings were that from the variety of information available to the farmers the most important source was the extension officer. The extension officer and the radio were indicated to be the most reliable independent sources of information. The other sources, such as the radio, family members, and friends, suppliers of chemicals, books and magazines, were only considered reliable if the information could be verified or vouched for by the extension officer. Increasing the information handling skills of extension officers, training of farmers to use smart features of their phones and promoting the usual face-to-face communication use of conventional methods, which is what usually gives rise to the mediation of mobile phones, were recommended.

8 pages, Small-scale farmers face unique challenges. In this review, we conceptualize small farm success by aggregating and categorizing results from recent (post-2000) literature on small farm success factors and producer needs assessments. Our findings suggest that small farm success is multifaceted and not limited to profitability. We find that small farms have a diverse range of needs, though little has been done to rank their importance. We conclude that future research would benefit from increased methodological transparency and a systematic approach to needs evaluation. We consider the role of Extension professionals regarding the continued success of small farms.
