It has the potential to enhance access and use of agricultural information by farmers in rural areas thereby improving their farming practices. The study was undertaken to assess how young farmers use ICT technologies in accessing and using dairy agricultural information in Murang’a County, Kenya. The study aimed at assessing the awareness by farmers on technologies available for use in accessing agricultural information and strategies used by farmers in accessing and using dairy agricultural information as a way of promoting dairy farming production. The results of the study revealed that 88% of the farmers agreed that they were aware of the use of technology in accessing agricultural information. 75% of the respondents used radio where television was rated second while mobile phones were rarely used. Majority at (80%) never used technologies such as computers, CD/DVD and social media to access and use dairy agricultural information. Three quarters (75%) preferred using other sources such as extension workers, friends, and relatives over technology. All the extension officers interviewed used technology to acquire and disseminate information. Radio was highly used, followed by internet/web services and social media. The study concluded that dairy farmers have limited access to modern technologies such as mobile phones in access and use of agricultural information. The Kenya National Library Services in collaboration with the Department of Livestock Production should set up exhibitions and information literacy programs for dairy farmers. Infrastructure should be improved in the rural areas of Murang’a County by setting up Cyber cafes within the subcounties and educate dairy farmers on the use of ICT technologies to access and use agricultural information.

6. Radio and mobile phone ownership or access by smallholder farmers of eastern Uganda and its potential use for push-pull technology dissemination

- 10 pages., via online journal., A baseline survey of ownership or access to radio and mobile phone was conducted in seven districts of eastern Uganda in 2015. The purpose of this survey was to assess the role of radio and modern communication technologies to promote push-pull technology as an integrated management approach to control striga and stemborer and improve soil fertility. The selected districts are where icipe is currently disseminating the technology. The survey was conducted from seven districts where 30 respondents from each were identified for the study. Semi structured questionnaires were administered where data including household demography, ownership and or access to radio and mobile phone was collected. The data were analyzed using STATA (version 13). The findings show that there are over eight (Ateso, Luganda, Samia, Japadhola, Lugisu, Lusoga, Kiswahili, and English) languages spoken in the surveyed districts. Most of the respondents speak more than one language. Overall, ownership of radio and mobile phone was at 82% and 87% respectively with slight differences between men and women. Moreover, those who do not own radio and mobile phones also stated that they have access to one. On average, 83% of the respondents (174 out of 210) said that they do receive text messages, whereas, only 53% of the respondents indicated that they also send text messages. A great proportion of the respondents (91%, 80%, and 77%) received agricultural, weather and market information through the radio. Over 65% of the respondents reported benefiting from the agricultural programs broadcasted via radio. 45 and 50% stated that they benefitted from market and weather information. However, the level of benefit rendered from mobile phones with regard to agricultural, market and weather information was negligible. The study showed that radio and mobile phones are best suited mass communication media to transfer technologies such as push-pull to address cross-cutting problems such as striga, cereal stem borer and low soil fertility. It will strengthen the agricultural extension service delivery at large.

- 6 pages., via online journal., The role of media in agricultural sector in Pakistan is considerably high and in case of Punjab its role becomes manifold. In such a backdrop, this study was carried out to explore the relevance and effectiveness of media (TV and Radio) for farmers in providing agricultural information. The effectiveness of media was assessed by investigating the access to and availability of the sources used, frequency, preferred medium (language) of the source and the coverage of factors affecting agricultural productivity by the source. For this purpose, District Nankana Sahib of Punjab was selected. Multistage sampling technique was employed to select two tehsils (Shahkot and Sangla Hill) of Nankana Sahib randomly. Further, five villages from these two tehsils were selected conveniently and 90 farmers were approached employing convenient sampling technique. The findings imply that TV and Radio subscribers are considerably high but the usage of media for agriculture information is not as effective as it should be. The study revealed that most of the participants had access to TV and radio but preferred brochures, pamphlets, newspapers, agents of pesticide companies and fellow farmers for acquiring relevant information. Most of the agricultural information delivered through TV and radio was in Urdu while the participants showed their preference for Punjabi or local language as a medium of such information. As for coverage of factors affecting agricultural productivity, weather forecast, plant protection measures, livestock and sowing methods were given extensive coverage while machinery and crop variety were slightly covered.

- 11 pages, Climatic change has a negative impact on people’s livelihoods, agriculture, freshwater supply and other natural resources that are important for human survival. Therefore, understanding how rural smallholder farmers perceive climate change, climate variability, and factors that influence their choices would facilitate a better understanding of how these farmers adapt to the negative impacts of climate change. A Zero-inflated double hurdle model was employed to estimate the factors influencing farmers’ adoption of adaptation strategies and intensity of adoption at the household level in South Africa. Different socioeconomic factors such as gender, age, and experience in crop farming, institutional factors like access to extension services, and access to climate change information significantly influenced the adoption of climate change adaptation strategies among beneficiaries of land reform in South Africa. Concerning intensity of adoption, age, educational level, farming experience, on-farm training, off-farm income, access to information through ICT and locational variables are the significant determinants of intensity of adaptation strategies. Thus, education attainment, non-farm employment, farming experience are significant incentives to enhance smallholder farmers' adaptive capacity through the adoption of many adaptation approaches. This study therefore concluded that farm-level policy efforts that aim to improve rural development should focus on farmers’ education, on-farm demonstration and non-farm employment opportunities that seek to engage the farmers, particularly during the off-cropping season. The income from non-farm employment can be plough-back into farm operations such as the adoption of soil and water conservation, use of improved planting varieties, insurance, among others to mitigate climate variability and subsequently increase productivity. Policies and investment strategies of the government should be geared towards supporting education, providing on-farm demonstration trainings, and disseminating information about climate change adaptation strategies, particularly for smallholder farmers in the country. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations around the agricultural extension system and education on climate change using information and communication technologies.

- 16 pages., via online journal., The study assessed the use of ICTs among public and private extension officers in Lesotho. A structured questionnaire was used to collect data from 86 public and 19 private extension officers. Data collected were analysed, using percentages, mean, and standard deviation, multiple regressions and t-test. Extension officers use ICT tools to obtain information on new technology (79.1%), preservation of farm produce (79.1%); time of planting crops (75.6%), call attention of extension officers (75.6%) and cultural practices (75.6%). Serious constraints to the use of ICTs, as perceived by extension officers were: high cost of ICT (83.7%); poor basic infrastructure (79.1%); non-availability of technical personnel (72.1%), failure of service (73.7%) and non-availability of genuine parts. There is a strong relationship between access to information, residing within place of work, constraints, age awareness, type of extension and use of ICTs. There is also a significance differences in the use of ICTs between public and private extension officers. Policy makers should improve national e-readiness and make more ICT tools available and accessible to extension officers. Constraints of high cost, lack of ICT infrastructure and training of technical personnel should be dealt with.
