As a vehicle of communication that permits the rapid transmission of information, images and text across space and connections between dispersed networks of individuals, does technological advance in rural areas presage significant political transformations? This article investigates this question in the light of a poor result for the Cambodian People’s Party in the 2013 elections, and the subsequent banning of the main opposition party, before the 2018 elections. Expanding internet use in rural areas has linked relatively quiescent rural Cambodians for the first time to networks of information about militant urban movements of the poor. Rural Cambodians are responding to this opportunity through strategies of quiet encroachment in cyberspace. This has had real effects on the nature of the relationship between the dominant party and the rural population and suggests the declining utility of the election-winning strategy used by the party since 1993. However, the extent of this virtual information revolution is limited, since neither the urban nor rural poor are mapping out new online political strategies, agendas or identities that can push Cambodia’s sclerotic politics in new directions.

- 12 pages, via Online Journal, Current, prevalent models of the food system, including complex-adaptive systems theories and commodity-as-relation thinking, have usefully analyzed the food system in terms of its elements and relationships, confronting persistent questions about a system’s identity and leverage points for change. Here, inspired by Heldke’s (Monist 101:247–260, 2018) analysis, we argue for another approach to the “system-ness” of food that carries those key questions forward. Drawing on Niklas Luhmann’s systems theory, we propose a model of the food system defined by the relational process of feeding itself; that is, the food system is made of feeding and only feeding, and system structures are produced by the coupling of that process to its various contexts. We argue that this approach moves us away from understandings of the food system that take structures and relations as given, and sees them instead as contingent, thereby helping to identify leverage points for food system change. The new approach we describe also prompts us as critical agrifood scholars to be constantly reflexive about how our analyses are shaped by our own assumptions and subjectivities.

- 18 pages, via Online Journal, Plant-based milk alternatives–or mylks–have surged in popularity over the past ten years. We consider the politics and consumer subjectivities fostered by mylks as part of the broader trend towards ‘plant-based’ food. We demonstrate how mylk companies inherit and strategically deploy positive framings of milk as wholesome and convenient, as well as negative framings of dairy as environmentally damaging and cruel, to position plant-based as the ‘better’ alternative. By navigating this affective landscape, brands attempt to (re)make mylk as simultaneously palatable and disruptive to the status quo. We examine the politics of mylks through the concept of palatable disruption, where people are encouraged to care about the environment, health, and animal welfare enough to adopt mylks but to ultimately remain consumers of a commodity food. By encouraging consumers to reach for “plant-based” as a way to cope with environmental catastrophe and a life out of balance, mylks promote a neoliberal ethic: they individualize systemic problems and further entrench market mechanisms as solutions, thereby reinforcing the political economy of industrial agriculture. In conclusion, we reflect on the limits of the current plant-based trend for transitioning to more just and sustainable food production and consumption.

- 13 pages, Green political theorists often highlight local food systems as an exemplar of ecological citizenship. Nevertheless, the topic has received scant systematic and critical treatment within green political theory. Although local food initiatives generally tend to be environmentally friendly, not all such initiatives lead to better environmental outcomes, nor can they be essentially characterized as citizenship practices that foster social justice. This article argues that a situated analysis is necessary to understand how a particular local food initiative promotes ecological citizenship. Through a qualitative study of community supported agriculture (CSA) participants in the greater Edmonton region of Canada, this article analyzes the civic virtues nurtured by this community and interrogates the extent to which their everyday practices resemble ecological citizenship. It concludes that discursive and structural limitations prevent the Edmonton CSA community from achieving meaningful diversity and addressing social justice concerns within its realm.

- Sustainable agriculture is among the most urgently needed work in the United States, for at least three reasons: we face an environmental crisis, a health crisis, and a rural economic crisis. Addressing these pressing crises through sustainability transition will require growing our agricultural workforce: both because the current farm population is aging, and because sustainable agriculture is knowledge-intensive work that substitutes experiential knowledge of farm ecosystems for harmful industrial inputs. Given its social value, sustainable agriculture ought to be a welcoming profession. But at present, US agriculture is decidedly unwelcoming for nearly all who work in it – and it puts new entry and sustainable farmers at a distinct disadvantage. In this paper, we first examine why it is so hard to enter and succeed in sustainable farming. We find that new entrants struggle to gain critical access, assets, and assistance, encountering substantial barriers that stand between them and the land, capital, markets, equipment, water, labor, and training and technical assistance they need to succeed. Secondly, we review promising policy and civil society interventions targeted at addressing these barriers, nearly all of which have already been piloted at the local and state levels or through modest public funding. These interventions are most effective, we find, when they are linked up through robustly governed networks to provide “wraparound” coverage for new entry sustainable farmers. Such networks can help patch together complementary sources of support (e.g. federal, state, local, NGO, cooperative) and synergistically address multiple barriers at once. Finally, we propose additional interventions that are more aspirational today, but that could offer important pathways to support new sustainable farmers in the longer term.

Cox’s thesis is that the Green New Deal legislation (GND) is a good first step, but we in the U.S. must also acknowledge and adhere to the limits of economic growth and material consumption. His evidence-driven analysis builds from the IPCC report’s finding that we need to achieve net-zero carbon emissions by 2050 if we are to limit global warming to 1.5 °C.
